Quick Summary / Abstract:
Staff will present YouthBuild Project HOPE (Hosting Opportunities to Promote Employability), which is a “second chance for success” program for students who have struggled with the academic goals of high school. The program is primarily funded through the Department of Labor.
Background:
YouthBuild targets young adults,16-24, who did not, or have not yet, completed high school and have also faced some kind of setback, socio-economic challenge or disadvantage, such as being: a student with disabilities, low-income, a foster youth, juvenile or adult offender, child of an incarcerated parent, or a migrant farm worker youth. Our program will also include a percentage of students who are currently enrolled in an alternative education high school.

Our LVJUSD YouthBuild program will involve three, 6-month sessions that each include elements to help students succeed. During each session, participants will re-engage in academic work that supports them in passing the GED or completing their high school degree. They will also participate in a pre-apprenticeship program, hands-on construction work, and community service projects.

Status:
On July 1, 2021, LVJUSD was awarded a $1.5 million competitive, federal grant from the Department of Labor to implement a YouthBuild program for a targeted area that includes Livermore, Pleasanton, and Dublin. Along with the grant funding, LVJUSD has joined with 20 community partners to provide an additional 25% financial and in-kind support to the new YouthBuild program.

We are actively working to identify and recruit students by developing web-based communication pathways, researching current and former student data, and working with local partners and educational institutions to conduct direct outreach and enrollment for the program.

Fiscal Impact:
The majority of the program cost will be paid for through grant funding provided by the Department of Labor. In addition, LVJUSD and grant partner agencies will provide a 25% funding match of financial and in-kind type.
