Background:
|
Last October, we released a Request for Proposal (RFP) for an Infrastructure Modernization and Utility Savings Program. The purpose was to find an Energy Service Company that could perform an audit on all of our HVAC equipment, recommend upgrades/replacements as well as other energy-saving measures, assist us in securing funding for the improvements, and potentially perform the work as a General Contractor.

We had two very experienced firms respond and interviewed both. After interviewing and completing reference checks, we have chosen to work with ENGIE. ENGIE has been in business for over 47 years as an Energy Service Company and has worked with many of our neighboring districts as well as the City of Livermore. ENGIE is a proud partner of Innovation Tri-Valley (ITV). In 2013, they created a paid internship program for Livermore High School students as part of their partnership with the City of Livermore. ENGIE offers true design-build general construction services specializing in energy and water conservation, building system retrofits, and renewable energy projects for the public sector. They can finance, design, build, operate, maintain, and manage building systems and energy infrastructure projects. ENGIE is one of the very few companies that can self-perform the entire energy program, from project development to operations and maintenance (O&M), streamlining the process and reducing risk and costs for the District. ENGIE has built its reputation on the simple principles of helping customers save money, improving the environment, and strengthening the reliability and resiliency of millions of square feet of infrastructure, while providing more than $2.7 billion in energy savings.

Fiscal Impact

There is no cost to the audit unless we decide not to use ENGIE for any of the implementation work. The cost would be $25,000 if ENGIE does not perform the implementation work.
