Staff will present a summary of the Tentative Agreements and an Memorandum of Understanding (MOU) between the California School Employees Association (CSEA) and the Livermore Valley Joint Unified School District (LVJUSD).

Background:
|
Each year, negotiating teams representing our District and CSEA meet to discuss items of interest pertaining to the Collective Bargaining Agreement. Every three years, the full contract is opened, and in the off years, each negotiating team is entitled to a limited number of reopeners, as defined in the Contract. During the 2020-2021 school year, the full contract was re-opened for a successor agreement. During the March 3, 2020 Board Meeting, the contract re-openers were presented at a Public Hearing. During the March 17, 2020 Board Meeting, the contract re-openers were received and adopted. During the June 15, 2021 Board Meeting, our Board approved the ratification of Article 13 (Pay and Allowances). CSEA and LVJUSD agreed to continue negotiations through the summer and fall. After several more sessions, the two teams were able to come to agreement on the remaining articles that had been opened. Those additional agreements are attached.

Staff will present a summary of the following Tentative Agreements and MOU between CSEA and LVJUSD: Article 1: Agreement Article 5: Organizational Security Article 6: Workday, Workweek and Work Year Article 12: Evaluations Article 13: Pay and Allowances (Amended January 31, 2022, to include increases.) Article 14: Classification/Reclassification Article 15: Salary Rules Article 16: Health and Welfare Benefits Article 18: Transfers and Promotions Article 24: Reopener Article 25: Duration MOU: Juneteenth CSEA completed their ratification vote on February 9, 2022, with 100% approval rate.

Proposed contract changes will impact the General Fund by approximately $564,000 for the 2021-2022 school year, but does not include competitive compensation increases.
