2024 Special Education Report.pdf
Quick Summary / Abstract: Staff will present an overview of the support offered to students with disabilities through our schools and the Special Education Department.
Background: The Individuals with Disabilities Education Act (IDEA) requires school districts to provide a Free and Appropriate Public Education (FAPE) to eligible children with disabilities. The Livermore Valley Joint Unified School District (LVJUSD) continues to have a strong commitment to develop systems of support for our students with special needs by creating and supporting effective programming and instruction to meet each student's unique needs.
Status Over the last year, LVJUSD has continued to create new types of programs to better meet the needs of students in Special Education in the least restrictive environment. This has included expanding opportunities for our students with disabilities to receive their education alongside grade-level peers. These efforts have resulted in over 80% of our students being included in General Education for at least 80% of their day. This number is expected to grow to over 85% by next year, which is well above the target all California districts must meet by 2025. In order to expand our options for students with disabilities, it has been imperative to have an effective training system in place for our staff. In addition to the extensive training already provided to our new teachers this year, we have expanded our training offerings to our paraprofessionals. The Livermore Special Education strategy has become a model throughout our area as we continue to develop innovative ways to meet the needs of our students with disabilities.
Fiscal Impact The federal mandate for service makes Special Education different from most educational programs in that Special Education nearly always exceeds the federal funding set aside for them. In effect, school districts must meet their mandate to serve students with disabilities while also supporting other budgeted programs.
