Quick Summary / Abstract: Staff will provide an update on English Learners and the reclassification process.
Background: When a student enrolls for the first time in a California public school, parents/guardians are asked to complete a Home Language Survey in which parents/guardians are asked if there is a language other than English spoken in the home. If a language other than English is indicated, the student will be assessed using the Initial English Language Proficiency Assessments for California (ELPAC). Should the student pass the assessment, they are considered Initial Fluent English Proficient (IFEP) and no further action is required. If it is determined that the student needs additional support, they are considered an English Learner (EL). The student will be provided the appropriate support based on the level of proficiency.
Status Each spring, the Livermore Valley Joint Unified School District (LVJUSD) monitors our EL population with the Summative ELPAC to ensure continual progress toward becoming English proficient. The assessment covers reading, writing, speaking, and listening. It is crucial that our students be academically prepared in English for grade-level standards in all content areas.

There are four (4) criteria to be met for reclassification. A student must achieve a Level 4 on the ELPAC, proficiency in basic skills (Benchmark Advance, reading inventories, District Write), teacher recommendation and parent consultation. Our District celebrates this achievement with a Reclassification Ceremony. Our Superintendent, Board Members, Principals, and parents/guardians come together to congratulate the students on their achievement. This year’s Reclassification Ceremony was held using a virtual format on December 8, 2021.
Fiscal Impact Our District receives reimbursement funding from the State of California for administration of State testing programs. Expenses beyond the State funding reimbursement are paid from our District assessment budget with Local Control Funding Formula (LCFF) dollars.
