Staff will present a summary of the Tentative Agreements and Memorandum of Understanding (MOU) between the Livermore Education Association (LEA) and the Livermore Valley Joint Unified School District (LVJUSD).

Background:
|
Each year, negotiating teams representing our District and the LEA meet to discuss items of interest pertaining to the Collective Bargaining Agreement. Every three years, the full contract is opened, and in the off years, each negotiating team is entitled to a limited number of reopeners, as defined in the Contract. During the 2020-2021 school year, the full contract was re-opened for a successor agreement. During the February 18, 2020 Board Meeting, the contract re-openers were presented at a Public Hearing. During the March 3, 2020 Board Meeting, the contract re-openers were received and adopted. During the June 15, 2021 Board Meeting, our Board approved the ratification of the following Articles: Article 1: Agreement Article 3: Definitions Article 5: Association Rights Article 6: Organizational Security Article 12: Evaluation Article 21: Wages Article 24: Retirement Incentive Program Article 35: Technology LEA and LVJUSD also agreed to a side letter for the placement of newly hired Speech and Language Pathologists (SLP) on the SLP salary schedule. LEA and LVJUSD agreed to continue negotiations through the summer and fall. After several more sessions, the two teams were able to come to agreement on the remaining articles that had been opened. Those additional agreements are attached.

Staff will present a summary of the following Tentative Agreements and MOUs between LEA and LVJUSD: Article 9: Workday Article 10: Special Education Article 16: Class Size Article 20: Employee Rights Article 21: Wages (Amended) Article 22: Health Benefits - Medical, Dental and Vision Article 36: Reopeners Appendix A: Calendar Appendix C: Request for Addition / Modification of Extracurricular OR Co-curricular Stipend Appendix D: Extracurricular and Co-curricular Pay MOU: Middle School Prep MOU: Work Year for the 2022-2023 School Year LEA completed their ratification vote on February 11, 2022, with 95% approval rate.

Fiscal Impact

Proposed contract changes, once approved and extended to the California School Employees Association (CSEA), Service Employees International Union (SEIU), Classified Managers / Confidentials (CM/C), Livermore Management Association (LMA), LVJUSD Board and Contracted Employees, will impact the General Fund by approximately $3.5 million.
