Quick Summary / Abstract:
Background: Per Education Code 41480 (EC 41480), Educator Effectiveness Block Grant (EEBG), the State has appropriated a one-time sum of 1.5 billion dollars from the General Fund to the State Superintendent of Schools, to be distributed to county offices of education, school districts, charter schools, and State special schools, for the purpose of providing professional learning for teachers, administrators, paraprofessionals that work with students, and other classified staff who work with students. Our District's EEBG apportionment is $2,988,729.00.
Status Pursuant to EC 41480, on or before December 30, 2021, districts must develop and adopt a plan outlining how EEBG funds will be spent. Funds may be spent between fiscal years 2021/2022 through 2025/2026. Allowable expenditures include:

- Coaching and Mentoring
- Instructional Effectiveness and Improvement
- Pupil Reengagement
- Social Emotional Learning
- School Climate
- Inclusive Practices
- Effective Language Acquisition
- Professional Learning Networks
- Ethnic Studies
- Early Childhood Education

As a condition of apportionment, our District must submit an annual data report and an annual expenditure report to the California Department of Education (CDE), with detailed information including, but not limited to, specific purchases made and the number of teachers, administrators, paraprofessional educators or classified staff that received professional development on or before September 30th of each year. A final data and expenditure report is also required to be submitted to the CDE on or before September 30, 2026.

EC 41480 stipulates that the plan must be explained in a public meeting of the governing board of our District, before its adoption in a subsequent public meeting. In accordance with those requirements, staff will present our plan for Board approval at the December 14th Board Meeting.
Fiscal Impact Our District is estimated to receive $$2,988,729.00 in EEBG funding.
