Quick Summary / Abstract: Staff will present the 2022-23 Local Control and Accountability Plan (LCAP) and its required components, along with the Federal Addendum, for approval. The Federal Addendum is also being submitted for approval as a separate Consent Motion.
Background: As part of the State budget and Assembly Bill 97, the Local Control Funding Formula (LCFF) was established for public schools throughout California. LCFF is based on a weighted student formula that provides supplemental funding for each pupil classified in at least one of the following categories: English learner, foster youth, or low income students. Each District is required to develop and implement a Local Control and Accountability Plan (LCAP), which describes how it intends to meet annual goals for all pupils, with specific activities to address State and local priorities identified in Education Code Section 52060(d). The eight priority areas identified by the State include:

1. Basic Services/Conditions
2. School Climate
3. Student Achievement
4. Student Engagement
5. Other Student Outcomes
6. Parental Involvement
7. Course Access
8. Implementation of the California State Standards
Status The LCAP is required to be adopted by June 30th at a regular public meeting of the Board of Education after consultation with teachers, principals, administrators, school personnel, and with the advice of two District-level parent advisory committees. One Board-established advisory committee is composed of the majority parents/guardians ensuring the inclusion of representatives of three specific populations identified in the legislation: English learner, foster youth, and low income students. The other parent advisory committee is composed of parents/guardians of students who are English learners. Both of our advisory committees have been actively involved in the process to review and update the LCAP based upon disaggregated student achievement data results and feedback received from the Listening Campaign. The Draft LCAP was posted on our website. Questions and comments were solicited, and the responses from our Superintendent posted on our website on June 24th. The Draft LCAP was presented during a Board of Education Public Hearing on June 14th.

The LCAP is a three-year plan that is updated annually. It includes actions and expenditures to meet our three District LCAP goals for all students and specifically for English learners, low-income students, and foster youth. Our three LCAP goals are:
1. Increase the percentage of students who have the skills and knowledge to graduate from high school, college and/or career ready;
2. Provide an engaging, clean, healthy, and physically and emotionally safe environment to support learning at the highest levels; and
3. Enhance parent and community engagement and communication.

Once the LCAP is approved by the LVJUSD Board of Education the next steps include:
1. The LCAP is forwarded to the Alameda County Office of Education within five days of LVJUSD Board of Education approval;
2. The County reviews the Plan to determine if it meets requirements, adheres to the State Board of Education Template, and aligns with the District budget;
3. The County may seek clarification about contents of the Plan from the District by August 15th and the District has 15 days to respond; and
4. If the Plan meets the requirements, the State Board of Education approves the Plan by October 2022.
Fiscal Impact The 2022-23 Local Control Accountability Plan (LCAP) indicates actions and services with an associated anticipated budget for each action item. Budget items included in the LCAP are part of the LCFF. The Federal Addendum is associated with Federal Programming budgets, including Title I, Title II, Title III, and Title IV.
