Quick Summary / Abstract: Staff will submit a Declaration of Need for Fully Qualified Educators to the Board for approval.
Background: As a prerequisite to the issuing of any Emergency Permit and/or Limited Assignment Permit, California Code Regulation, Section 80026 of Title 5, requires that school districts submit annually a Declaration of Need for Fully Qualified Educators (Form CL-500) to the Commission on Teacher Credentialing which must include the following:

1. The number of Emergency Permits and/or Limited Assignment Permits our District anticipates requesting;
2. The efforts our District has made to recruit certificated individuals and to certify, assign, and develop fully qualified individuals; and
3. Verification that the Declaration of Need was adopted by our District.
Status The Declaration of Need for Fully Qualified Educators by a school district must be adopted by the governing board in a regularly scheduled public meeting of the Board. The entire Declaration of Need for Fully Qualified Educators must be adopted in open session as an action item and shall not be adopted as part of the consent calendar.
Fiscal Impact There is no impact to the General Fund.
