Quick Summary / Abstract:
Background:
Gann Appropriation Limitations do not reduce our District's appropriation amounts received. The Gann Limit is intended to constrain the growth in State and local government spending by linking year-to-year changes in expenditures to changes in inflation (represented by per capita personal income) and caseloads (represented by average daily attendance [ADA] for schools).
The Gann Appropriation Limits restrict State and local tax revenue appropriations. Federal aid and revenue from nontaxable sources like Cafeteria sales, Adult Education fees, and Foundations are excluded.
Status
:
Education Code 42132 requires our Governing Board, by September
15th of each year, to adopt a resolution to identify our District's
estimated appropriations limit for the current fiscal year and the
actual appropriations limit for the preceding fiscal year. For 2023-24, the District received an extension to adopt the resolution with the ACOE by September 18th due to the transition of the Assistant Superintendent of Business Services. The calculations used to determine the Gann Limit are also to be made available to the public.
Fiscal Impact
:
There is no impact to the General Fund.
