Quick Summary / Abstract: Staff is requesting approval of the E-Rate FY22 Cisco switches for 18 sites provided funding is available before the purchasing and delivery deadline of June 30, 2023. Included in this item are the request for proposal (RFP) and the contract.
Background: The Schools and Libraries Program of the Universal Service Fund, commonly known as “E-rate,” provides discounts to assist schools and libraries in the United States in obtaining affordable telecommunications, Internet access and internal connections. Our District has participated in the E-rate program for over thirteen years.

Funding is available for Internet access, telecommunications, and in some cases internal connections and internal connection maintenance. Discounts for support depend on the level of poverty and the urban/rural status of the population served. Livermore Valley Joint Unified School District meets the eligibility requirements.

In order to participate in the E-rate program, we must periodically solicit competitive proposals for these services following a very prescriptive process defined by the Schools and Libraries Program. In general, the E-rate program discount is based on the percentage of the local school district population eligible for the National School Lunch Program. Based on our demographic data in CBEDS/CALPADS, we are eligible for approximately 50%, pending E-Rate approval.
Status There was one Category 2 Request for Proposal (RFP) issued for 18 Cisco switches. Three bids were received on January 26, 2022 and after careful review, the apparent lowest responsive and responsible bidder was AMS.NET. The winning bid will be submitted to the Board of Trustees for approval at the March 1, 2022 board meeting.
Fiscal Impact The bid total is $371,676.48. Pending E-rate review and approval, the out of pocket cost to our District is estimated at $185,838.24.
