Quick Summary / Abstract: Staff will report on the Livermore Valley Joint Unified School District Adult Education program.
Background: Livermore Adult Education serves adults in Livermore and the surrounding community, working to improve and enrich their lives through education, training, and personal development. We are committed to offering programs that provide lifelong educational opportunities and support services addressing the unique and evolving needs of adults in our community. Livermore Adult Education’s goals and vision align with our District mission to ensure all students have access and opportunity to develop the skills needed to contribute and thrive in a changing world. We offer relevant learning experiences designed to help students acquire the necessary knowledge and skills to participate fully as productive citizens, employees, parents, and family members. Recall that with California’s adoption of the Local Control Funding Formula, fiscal resources to support adult education were precarious until the California legislature passed AB 104 in 2015, establishing the Adult Education Block Grant (AEBG) with funds specifically allocated for adult education. In January 2019, AEBG was renamed the California Adult Education Program (CAEP) to reflect the ongoing commitment by the State of California to fund adult education. In addition to CAEP funds, Livermore Adult Education receives federal Workforce Innovation and Opportunity Act (WIOA) funds.
Status In collaboration with the Curriculum Department and the support of a Latinx Community Grant from Rep. Eric Swalwell, Livermore Adult Education expanded Family Literacy programming during the 2023-2024 school year to include a parent leadership academy. Project 2 Inspire is a multi-level curriculum written by CABE, the California Association of Bilingual Education, that provides knowledge instruction and guided practice for non-native English-speaking parents on how to work in partnership with the school district to promote the academic success of their children and all children in the immigrant community. In January 2024, Livermore Adult Education celebrated the graduation of its first cohort of 15 parents and grandparents to complete three levels of Project 2 Inspire training. Committed to applying their knowledge and skills, these individuals continue to meet regularly. They identify themselves as PIP, Padres Inspirando Padres, Parents Inspiring Parents. Since completing this training, two members have become their schools’ representatives to DELAC, the District English Learner Advisory Committee, and two others have become employees of LVJUSD. Others have emerged as community leaders and parent recruiters. Livermore Adult Education looks forward to continuing to work with the California Association of Bilingual Education to advance parent involvement and leadership within the immigrant community.
Fiscal Impact Adult Education is funded primarily through the California Adult Education Program, the Workforce Innovation and Opportunity Act (WIOA): Adult Education and Family Literacy Act, and designated Local Control Funding Formula dollars.
